Where Is Our Water Headed?”: Universidad Panamericana Holds Its 2026 Annual Water Press Conference

The Hydroadaptive Cities Center at Universidad Panamericana convened its 2026 Annual Water Press Conference to present the analysis “Where Is Our Water Headed? Management, Infrastructure, and Public Policy,” a diagnostic assessment of water supply, quality, and service financing in the Guadalajara Metropolitan Area. Participants included Dr. Hugo Briseño, director of the Center; Prof. Carlos Ornelas, coordinator of the Center and professor in the Civil Engineering and Management program; and Dr. Rodrigo Navarro, a faculty member at the School of Engineering.

The specialists put forward a reengineering master plan for the Intermunicipal Water Supply and Sewerage Services System (SIAPA), the importance of building the second Chapala-Guadalajara aqueduct, the modernization of the Miravalle drinking-water treatment plant, and closer oversight of wastewater discharges into supply sources. Briseño warned that “of every 100 cubic meters produced, only 45 cubic meters are billed”; Ornelas noted that “the best approach is to bring as little water as possible through the old pipeline, which we know is where most of the contamination originates,” and stressed the need for “closer, stricter oversight by the authorities of wastewater discharges”; while Navarro summed up the service’s principle of financial sustainability with the formula “water pays for water.”
