The Hydroadaptive Cities Index (HCI) evaluates urban water utilities across five strategic pillars: efficiency, restoration of the hydrological cycle, technology, governance, and water awareness.
Each utility receives a score per pillar, which together form an overall rating that reflects its level of hydroadaptive capacity. The snowflake analysis visualizes performance across pillars, highlighting strengths and areas for improvement.
The ranking compares participating utilities, while the national and regional benchmarks provide context to assess relative performance.
