Rodrigo Navarro Guerrero, Ph. D.

Dr. Rodrigo Navarro Guerrero is a scholar and researcher specializing in strategic water management. He holds a Ph.D. in Business Sciences from Universidad Panamericana, where he developed a strong research line in Water Management. He also holds a Graduate Degree in Economics from Instituto Tecnológico Autónomo de México (ITAM), as well as a Master’s degree in Finance and a degree in Civil Engineering.
With more than twelve years of experience as a professor and researcher, his work has focused on analyzing the financial self-sufficiency of water utility operators, the relationship between water use and quality and subnational economic growth, as well as the impact of water pollution on regional development. His academic production examines water as a strategic resource for competitiveness and sustainability.
He has accumulated over eight years of experience in the federal public sector, collaborating with water utility agencies in various states across the country. He is a founding member of the Consejo Consultivo del Agua Jalisco and participates in academic and tariff-related bodies linked to the water system of the Guadalajara Metropolitan Area.
