Mario López Pérez

He holds a Master of Science from the University of Reading (United Kingdom) and diplomas in Water Resources Management from Colorado State University/University of São Paulo and from the International Office for Water (France). He has 44 years of professional experience.
He worked for 35 years at Mexico’s National Water Commission (CONAGUA), where he created and led the National Drought Program, served as manager of Mexico–United States water affairs, and was the focal point for water and climate change. He also spent three years as Hydrology Coordinator at the Mexican Institute of Water Technology (IMTA). From December 2024 to May 2026 he was Director General of the Jalisco State Water Commission.
Since 2019 he has worked as an international consultant for the World Bank in Saudi Arabia and in 12 Southern African countries, for the Global Water Adaptation Alliance in Latin America, for the UNCCD on national drought plans, for CIIFEN in the six Andean countries, and for the WMO in Costa Rica and Panama. He is a co-founder of the WMO Integrated Drought Management Programme (IDMP) and advised Brazil on the Northeast Drought Monitor.
His expertise covers drought and flood management, water and sanitation, climate change adaptation, integrated water resources management, water legislation and planning, and transboundary basins and aquifers. He has spoken in 44 countries, including the 2023 UN Water Conference, five World Water Forums, and COP 26 and 27. In 2022 he received the “Francisco Torres Herrera” National Award for Professional Practice from the Mexican Water Resources Association.
